My 98 oldsmobile intrigue has been blowing hot air and it makes a loud noise when I turn it on. I have replaced all the fuses, relays, etc. as that is what the mechanic told me to do. I did not want to rush and buy an air compressor if it wasn't what I needed. Is there anyone who can tell me a solution or what I need to buy to get this fixed?

The ambient temperature sensor going bad causes this exact problem. I've replaced many of them because when they show outside temp as being below 60 degrees, the A/C control module will shut the compressor off.

fastboyz is correct. There are two fuse panels. One in the engine area near the battery as he describes. The other one is on the passenger side at the end of the dash board. You have to open the passenger door. If you look at the dash board you will see a panel box cover built-in to the dash. The cover fits the contour shape of the dash. Pull on the cover and that will expose the fuses.

Your compressor clutch is drawing too much power. If you do not need air for the winter, it will not stop you from getting heat. That is if you meant the compressor fuse not the bower fuse. If the blower is going off then you need a new blower motor. Much easier to replace and cheaper than the A/C clutch.
