I have learned from experience. I replaced the air bag suspension ($75) on my 2000 Town Car and then learned that I had a problem with the compressor. Then decided to replace system with coil springs. Went on ebay and got a conversion kit (Air Ditcher) that included the shocks ($123) with free shipping. My mechanic replace the bags with the coils for $40. He said that with the shock replacement it would be $120 because the top of the rear shocks were hard to get to. So the whole job should have cost $163. No more worries!

I have serviced these in the past and it will probably be a combination of things. I just a few weeks ago fixed a 1999 with the same problems. Generally from past repairs, the electric pump has been working overtime to compensate for leaking rear air shocks. The best solution is to replace them both, not a cheap repair, the pump around 275.00 and each shock arount 275.00.
Just with every thing over time things fail, the rear shocks develop leaks over time/weather cracks, they are easy to check, soapy water will identify this as the problem. If you can get under it enough to spray around the bottom of the shocks when they are inflated. These systems are computer controlled and if you have the proper scanner you can check the system out for eletrical problems easily. My past experiences with these suspensions as almost always the shocks and pump.

I would recommend going to strutmasters.com and taking a look at our conversion kits. these convert you from the airbag to a powder coated American made steel coil spring that is guaranteed to last the life of the car. Airbags and compressors are constantly having to be replaced. Also something alot of people don't know is that theses air suspensions are not meant to be in temperatures above 90 Degrees or below 40 Degrees. That is most of the world. The temperature will cause you to replace alot of bags. and typically when your replacing a bag you are going to have to replace the compressor to because the bag had a hole or small crack in it causing the compressor to over work and it will die. The shocks can be replaced individually or in a pair and without replacing anything in the air suspension system. Just remember to shut off the air suspension before raising the vehicle and then support the rear axle. I know I have done a few of these, also done the grand marquis, too. I'm not sure which was which, maybe even the same way, but you may need an air hammer with a very long chisel bit to remove the top nut. If you don't have this, well, good luck.

Those Lincolns are notorious for that,I'd just get a set of coil springs out of a Crown Victoria cop car(junk yard)and swap them out.Done it many times,you can do it in about an hour,and they'll never leak down again.By the way,there's some O-rings in that system.Make some soapy water and spray every connection,just maybe you'll get lucky.
