Vehicle makes a noise and really makes a loud noise when trying to steer the vehicle. After it runs for about 15 minutes in the morning, you can shut it off and wait about 30 seconds and it runs and steers fine the rest of the day. Replaced the power steering pump and the Rack and Pinion was replaced about 1/1/2 yrs ago. I was told it could be the harmonic balancer separating. Also it idles a little rough and the a/c doesn't work as well when at idle.

If the rack is accessible you could try to bleed the rack lines to get fresh fluid to the rack. Sometimes this helps. If not accessible or bleeding doesn't help Yes the rack is due for replacement.
SOURCE: replacing power steering hose and rack and pinion steering
when it comes to the power steering hose I would say just do it yourself. As for the rack and pinion it will probably cost you quite a few hours of labor. anywhere from 5-9. Its up to you!
SOURCE: Someone once told me a damaged power steering pump
well..............take of the belt and find out???????????????//
Does the power steering have fluid in it. Is the belt on the pump. With it running take the cap off of the pump and see if fluid is moving around. If u feel the steering knucle is to tight u can also take the tie rod off and see if it turns free. Also go back to who fixed it and say its not right, Make it right. Most garages give 12 month or 12.000 mile warranty.
