SOURCE: How to replace a altenator belt on a 1995 plymouth neon

I had to put my 95 on ramps to make it easier to see. You have to loosen top adjustment nut, then in behind alternator is a bolt that goes through a plate that you have to turn clockwise, to tighten. I found it easier to see form under on ramps. You may have to loosen lower pivot bolt slightly too.

SOURCE: I just resently replaced a brken timing belt on my 96 neon

Neons used a DOHC interference type engine. I hate to tell you this, but the valves are bent, and your entire valve train (possibly your cylinder head) needs to be repaired or replaced all together.

How to change. a timing belt on a 2001 Plymouth neon

Its a fairly big project. You have to be able to raise and lower the engine, and it takes an impact gun to get the crank pulley off.
I would suggest getting a book and reading the procedure before you start to make sure you can handle it, especially if you want to do it at home.

I have a 2001 Plymouth neon. every time I start it .. the belt is squealing . then it stops after I start to. drive a lil . it does it sometimes at res lights or when I stop n go

There are two issues here. One, the belts may need to be replace. It must be replaced with an original Chrysler factory type belt to match the exact size. Secondly the belt may just be loose, which would be the my starting point. Hope this helps.get you started.

Does a 2001 plymouth neon have a mark on the crank pulley to find top dead center

I doubt it.
The ignition timing is not adjustable so a mark would not be needed.
There may be a mark on the crank gear for the timing belt but it may not be TDC.
