fuse panel is below and to left of steering column by brake pedal fuse number 25 page 166 and 167 of owners manual following link is your owners manual for 03 crown vic 2003 Ford Crown Victoria Owner Manual
Since all fuses are okay, I would start my trace from the fuse box and pick the easiest wire to trace which would probably be the lighter or aux. Check for any breaks in the line or any lose connections. It seems like a harness may be disconnected or cut.
