Driver's side rear view mirror - how to fix adjustment mechanism?
I am having a problem getting the driver's side rear view mirror on my 528i to adjust. The passenger side works ok, but when I switch the adjuster over to the driver's side, the adjustment mechanism will not work properly. It operates well in an up-and-down direction, but the in-and-out (lateral) adjustment appears to be "stuck" somehow, in that the mirror will not go beyond a certain point to the outside. Any thoughts on how this can be adjusted?

I would first take the mirror apart to make sure the cable is still attached. Then if it is I would soak the cable with penetrating oil and put it back together and hope for the best.
You should check the fuse in the fuse panel it usually goes out first when the switch gets wet. By removing the console look for screws to undo them. if there is any. It's really easy to do.

The switch is a contact type. When you move the switch it complete the circuit by connect the two contacts points. After some time the switches wear out simply replace the switch.
The mirror adjusts itself at night to get rid of glare like your rear view does, this is done by a liquid in the glass when it goes "bad" you will get the problem you have. The solution is have a dealer replace the mirror or an auto glass store can glue a replace mirror over the existing but you will lose the self adjusting at night.
I am assuming you are talking about the interior rear view mirror and not the side rear view mirror. Most auto parts stores sell an adhesive glue to fix the interior rear view mirror. Most of these mirrors have two parts to them. One part is the bracket that glues to the windshield and the other part is the rear view mirror assembly. Before gluing the bracket to the glass check and see how the mirror assembly attaches to the bracket. There will often be a screw that fixed the two together.
Unless the 1999 uses a different mirror from my '96, if it has an inside adjuster lever it's cables in the mirror. You can find aftermarket replacements for around $30 to $40 for Saturns.
There are two tiny motors in each mirror. one for up/down. One for side to side. They have jack screws (plastic) that fit into the motors.
You can manually put your hands on either side of the mirror and force adjust it. If you hear a ratcheting sound, the jack screws are OK. Then repeat with hands on top and bottom.
If you hear ratcheting and mirror stays where you stop it, that means one of the motors is bad. The motor assembly is available as a separate part.

The Chrysler voyager van you have has manual mirrors. If it would have power mirrors the controls would be mounted on the drivers side door or the dash panel beside the headlight switch.
