All the electrical aspect work fine starter sounds like it wants to turn but just cant should i just let it dry out on its own or bring it to a shop

the alternator is probably shot you would have to get it replaced

Double check the wiring to make sure it has perfect contact on battery, solenoid, voltage regulator (also check the regulator and starter relay)
You also may want to check the current on ignition module.

Dodge Intrepids have a water pump that is driven by the timing chain. Kind of bad design because when it leaks a lot must be replaced.
If it is trying to turn over but won't, then something could have seized up.
