It has gotten really cold here, and now it seems that when I stop my dash lights, parking lights, and license plate lights will not go off. If i mess around with the lights, start and shut off the vehicle, and mess with the heater blower, etc. whatever I can find to mess with it will eventually shut off. Then my remote lock/unlock will not work until I start the vehicle after unlocking it manually.
The park lights staying on indicates the switch is deteriorating.
I would replace it.
The door locks is probably a voltage issue. With the cold weather, the locks need more voltage to unlock. They get that voltage when the engine is running. If you really want the locks to work without the engine, you might try accessing the locks and cleaning them. Then use a lightweight grease, like lithium grease, to help them open with less power.

there are several screws you have to remove remove the trim piece around the inside handle the panel lifts off dont pry it off or it will break the door latch usually binds and has to be replaced

One of two things:
the Headlamp stalk attached to the steering column (if you really want to call it that in your vehicle) is bad
-or-
The relay for parking lamps, etc. is stuck in the "on" position. Replace relay.

Lacking an owner's manual, we weren't aware that there was a parking light switch on top of the steering wheel when this happened to our car. We had inadvertently switched that on. Did you check that?
SOURCE: Tail Light and License Plate lights stopped working
With light switch on, test the wires leading up to the mentioned lights with a test light(cost about 5 or 6 bucks at wal-mart) that way u can eliminate any corrosion questions and get to the source quicker, if test light indicates that the wire is hot, than check connection areas for any wear and tear and possible carbon corrosion. Check lightbulbs, my license plate light stopped working and wire was hot, but wouldnt turn on due to the housing base, got too dryrotted and wouldnt function propery, had to rig it up, but works now.
