Belt retracted and wont move either way
The problem:
The set belt stop has been lost so the seat belt retracts too far when the seat is laid flat. When laid flat the release mechanism lock as it should when not level. So the seat cannot be raised up as the belt is too tight and locked.
The Solution:
1) Push the two little clips to release and remove the headrests.
Pull the grey lever on the right of the seat base, lift seat base up and forward toward the front seat..
2) See two red capped leversat the back of the two seat hinges and lever them to the upward position, this releases the seat.
Rock the very heavy seat unit upwards and lift complete unit upwards.
3) Take it out of the car and turn 180% so that the back of the seat and base are in the upward position and the seat belt will pull out as it should
4) Replace the missing belt locking stop (I used a tie pin permanently fixed using super glue).
5) Fold seat back down and test then either re-fit seat unit or leave out to decrease fuel consumption..

make sure that the rear seats are properly locked into rear catches as this can stop your seatbels from working if ok then sounds like your seatbelt is faulty req new seatbelt.

I'm assuming your asking this so you can keep the belt off. If that is the case just plug it in sit on the belt. Otherwise you can start pulling fuses till it shuts off or you can go to the chimer and unplug it. If you pull a fuse you may also shut something else off. Since this is a safety feature for yourself and the passenger and in most states a law I don't think anyone should tell you exactly how to bypass this feature. But I do know how annoying it can be. If it didnt warn you to put it on you could forget and get injured.

You might have a problem with the wiring under the seat. The best thing to do is to reach under the seat and move some of the wires away from the track that the seat moves along. Most likely there is a short to ground because the wires are rubbing against the seat track as it is moved back and forth. You need to grab a flashlight and look under the seat for wires touching the seat tracks. When you find them, you can most likely use some electrical tape to wrap the exposed wires and keep those wires from touching each other and that area from touching the seat track. Make sure you route the wires away from the seat track tight enough to the seat's underside, but loose enough to allow the wires to move with the seat as it travels the full length of its track. The fuse for the seat has probably blown so you would need to replace the power seat fuse AFTER you wrap and reroute the wires to prevent blowing the new fuse.
