After car goes about 15 to 20 miles the speedometer drops to around 40 to 45 mph when you are doing 60 to 65 mph. Lower speeds under 40 seem to be accurate but I really need to get this figured out. I have heard repacing the complete dash dispay would remedy but original miles have to be reprogrammed by dealership and that is costly. Anyone else having these issues? Any answers.
Check that the body ground is clean and tight. I'm talking of the connection to your instrument panel. This connection be loose or corroded can make for improper impulses and incorrect readings. Lower impulses at lower speeds may be correct because it doesn't need the power as much for slower impulses. Only makes sense.

Our support team took your instrument cluster concern to the product engineers for their input. I finally have an answer ... however, I doubt you'll like the answer. Product engineering says the flicker you have in the cluster in cold conditions is normal. They likened it to leaving a laptop outside in cold weather. Upon start up, the screen would be slow to offer a quality display. This, in essence, is our issue with the instrument cluster, and there is no repair or update available for it. This is the answer from my dealer's service dept.

find your local vw service center and see if they can plug their computer in to see if there are any codes on the cpu. there may be one for an intermitent for the turbo. i ran into the same problem last month and it was the turbo veins are sticky so occasionaly it lack power going up hills. it did not cause the check engine light to come on, but there was a code on the cpu when they checked it. if it happens again while you are driving, pull over, shut the car off for 10-30 secs then restart it and see if it makes a difference. when it happened to me i called my guy and thats what he had me do and it was like a new car after that.

Speed sensor should be in the front driver's side wheel well. My guess is it was disconnected while you were working.

Chase grounds first (start at the battery), sounds like you have a case
of the missing ground which will force other semi related circuits to
activate or cease to function as they are being used as a ground for
the powered circuit.
I use one side of a jumper cable when searching these out. This allows
me to reestablish the ground where ground might be missing. When you
find it, step back and re cause the fault again to make sure you have
it right rather than just a coincidence.
Secondly I would look for loose connection at the firewall where the
two harnesses come together or any other place where the harnesses are
plugged one into another as well as the main fuse box and relay box.
Inspect these connectors carefully and make sure the tiny tabs in the
individual connectors are all intact in the female end as well as the
male end.
