Car surges, and rough idling and check engine light comes on. Codes given are PO300 and PO123. Just recently changed spark plugs, also had a smog check 2 weeks prior to existing problems. Frustrated and tired of taking car in.
The P0123 means Throttle/Pedal Position Sensor/Switch A Circuit High Input.
The P0300 means Random/Multiple Cylinder Misfire Detected
Clear the code with OBD2 code scanner. If it comes back on, you
still have an issue.

these codes are a misefire code , whitch means most of the time its a spark plug, coil, fuel injector or a vacumm leak, i cant really say without looking at the car, but usually its a easy fix, if the check engine light is flashing stop driving the car and take it to a shop soon, cause if you drive car for a long time running rough , it could do expensive damage to the engine.

I guess the first thing i would do, is insure that all the maintenance on this vehicle was up to date. Do an oil change and a tune up. Make sure you use decent spark plugs as a fouled plug or bad oil could cause a misfire. After you do the tune up, try running it some more, if the problem persist, you may end up having to replace the coil.
The evaporate emission leaks. These, especially the the 442 can be either a loose gas cap or a small leak in the vacume system. Insure the cap is tight passed several clicks and listen the the motor as it runs and try to hear any leaks. If you find a leak replace the faulty lines. Also inspect the vacume line for cracks and breaks.
