Car normally idles fine when first start. Settles just under 1000rpm, but when drive selected , it moves off by itself and rpm increases to between approx 1000 to 1500rpm. Then whilst coasting at say 20kph and put the drive select to neutral, the rpm stays at 1500 to 2000 rpm until the car comes to a DEAD STOP(still in neutral) only then will it come back to the proper idle just under 1000rpm. Seems like there is a speed sensor connected to wheels controlling rpm!!! I don't know?? Have pulled apart and cleaned throttle body. and butter fly, a lot of carbon inside, but made no difference. TPS looked ok, there;s no adjustment for re assembly.

these cars are fitted with a fly by wire accelerator pedal that is controlled electronically by the cars computer it is possible that there is a computer problem or the throttle body ( air intake system )or accelerator pedal is playing up.
it is highly possible that the car is doing exactly what you say it is i recommend you take it back to VW and demand that they take a proper look at it you might have to leve it with them for a couple of days and get a service advisor to drive it home so as they can see the problem ocure.
regardles the cars computer should of thrown a code declaring a fault in the system witch should give the tecs some were to start looking.

check or clean out throttle body at throttle plate it may have carbon build up on it. also make sure air filter is clean and check or replace the intake air tempurature sensor.(iat) sensor. the sensor is under 20.00, the sensor is after air filter in the big hose to throttle body.

sorry but you have tried everything i would have done except that i would have checked the engine breather pipes for deterioation like perished or soft and collapsing .you would be surprised how often this is the main cause of this sort of problem

yes he is correct also check for any vacum leaks into the intake this will cause the o2 sensors to tell the obc (computer) to compensate for the extra air entering the system and cause the engine to lean the fuel out that will cause a obd2 code saying the o2 sensor needs to be replaced when it is only a vacum leak
