It sounds like either the starter relay is faulty, the ignition switch is bad, or some interlock (maybe a security system) is preventing the start signal from getting to the starter solenoid. You'll need to use that test light to work backwards from the starter solenoid to see where the signal is no longer getting through during a normal start attempt.

Sounds as if this is a Nuetral Saftey Switch or wire Problem check the N/S Cuircit for Opens.

In the car trunk, there may be a electrical relay box behind the panel on the left side. It is usually no bigger than 4 inches by 4 inches and yellow in color. This is present in 1987-1991 Toyota Camrys and is generally not in most repair manuals. This yellow electrical relay box may have burnt out. Best place to pick one up at an inexpensive price is at the car wrecking or salvage yard. It is very expensive at the dealer. It is easy to replace with no special tools required. Battery cables off the starter ,starter relay and ignition switch. these are the remaining items in the starting system for no crank and no start.
Get Shop manual and do the appropriate testing for each.

Check the ground cable going from the battery to
alternator, then to chassis. Make sure there is no
rust at the chassis ground wire terminal, and that it
is very tight. The fusible link will be off the alternator
red power cable,usually, but not 100% on that car.
