The oil drain plug is located on the side of the oil pan, passenger side. It does not look like a typical drain plug, as it's one of those quick drain type. It is meant to be hand loosened and tightened. DO NOT OVER TIGHTEN or you are in for a world of hurt. Just firmly finger tight

SOURCE: Location of oil drain plug

Bottom passenger side of oil pan. On the side of the pan. It is a metric bolt and the pan is aluminum, be careful not to strip plug when threading it back in.

SOURCE: Location of engine oil drain plug on 1999 Chrysler Concorde - 3.2L engine

It isn't immediately obvious to find, as the head is smaller than you probably are used to. Make sure you aren't looking at the wrong pan. It's not so hard to get turned around when you're upside down and think you are looking at the engine pan when you are looking at the trans pan.
Take another look and you'll find it.

This the fuel pump, It is difficult for shade tree mech to drain gas tank ( where are you going to fut gas) remove gas tank straps carefully lower tank until you can reach in and unplug wring connector (sometimes they will be stubborn and hard to remove, now you can lower tank and install fuel pump. Assemble in reverse order. Now if you want to know why the new pump isn't running you will need to replace ECM $$$$

Do i need to remove anything to get to the radiator drain plug on 2002 chrysler concorde lxi?

the drain "bung" or "spikot" will be located on either the drive or passenger side bottom corner of the radiator. in some cases you need to remove a splash guard or skid plate in order to access it. once you find it you should be able to slip a 3/8th or 1/2 inch hose over the end in order to run it neatly into a container

Locating the oil plug on a 1999 Chrysler 300 M

I guess you are talking about the oil pan to drain the engine oil.
the transmission does NOT have a drain plug- that's why I asked in the first place.
But considering that, I think it is about a 13 or 14MM plug located on the right (Passenger) side of the engine under the car. The pan is a structured aluminum piece that hangs down almost even with the frame structure directly under the engine. Remember: righty- tighty, lefty- loosie.
