Question about 1999 Chevrolet Express
It makes me think that maybe electrical or not sure if this van has a computer that has gone awry.........I had no problems with the van before this and it was driven without problems.....the van was parked and left sitting for a couple of days ,when I went to use it ,no problem staring or driving at first,I had gone about a mile when I noticed the speedometer fluctuating in the sixty to ninety kilometer range even though I was doing thirty kilometers per hour........about that time the miss started and I returned home and parked the van. The next day the van started fine ,reved fine but when I engaged and took the van out for a test run the speedometer did not work and was able to drive only about ten feet without it cutting out,also when I put it in gear and engaged the brakes and applyed the gas it never cut out......................
I would either check the prnd switch on the side of the trans or the VSS sensor on the tail stock or the pressure modulator for engine vaccum.

Your going to have to get the ECM scanned, Auto Zone scan's for free and most garage now will scan for $10.00 to $15.00 since they all have the scanners now and need the business.
You could have a Vehicle Velocity Sensor (V V S) going bad or the wire harness it self. The V.V.S tells the ECM how fast the drive shaft is rotating and calculate's what gear it should be in relative with the engine speed and throttle position, and transmission fluid pressure.
Regardless you need the Blazer scanned to pin point why your transmission is shifting the way it is. Could be as simple as time for transmission oil and filter change for $125.00 or a loose wire harness.
Check your transmission fluid and try not to run the blazer to hard, to replace the transmission start at $1,900.00 for a rebuilt.

Sounds like you have destroyed the transmission low fluid and not going into gear, without a vin or comment from you about it being an automatic or not. When the wheel is removed the brakes will make scraping noise, as the calipers are help in place by the wheel on some models. You may get luck and have a bad drive shaft but would be very obvious by looking at them if it was stopping it from moving. If the transmission is automatic check the fluid if its brown and smells like onions then the fluid is burnt and you have destroyed the transmission rear tail shaft so it would be junk. A picture of the axles would help to tel you more with the wheels off.

yes sounds like the fuel filter is clogged when push gas pedal put it in clear flood mood and resets the fuel system and starts over thats why it starts when push to floor creates back pressure sucks debri bottom of filter
