The headlights will only work if the dimmer switch is pushed or pulled
I have a 96 dodge ram 1500 and on low beams they flicker on and off sometimes not turning on at all when I touch the dimmer switch Here's what I discovered when I tilt the wheel they come on only in central position do they turn off and short out So for me it's not the dimmer switch it's the wiring that connects into it getting pinched or shorted out when the wheel is tilted and also they don't come on at all if the wheel is tilted all the way down but the brights work all the time along with the fog lights
Could be the headlight switch or the dimmer switch.
I would check for voltage at the dimmer switch first.

Try this, take the steering colum cover off. Check the back of the multi function switch. Likely the ground wire is broke at the connector. I believe the ground wire is the second wire rom the top on the second row of wires. Unfortunately, the connector plugs inside the plastic houseing break and pull out. The fix isnt easy. You can either replace the entire wireing harness, or splice in some extra wire to take the strain off the plug. Good Luck

Same problem with a 95 1500. Replaced the signal switch but did not solve it. Have been told it is the headlight switch but have not tried it yet.

alot of vehicles have a seperate fuse and/or relay for the high and low beams. if you can't find a problem there it could be the swich itself.
