Sounds like the splines on your transfer case gear are ground down

sometimes if it has automatic lockers you have to put the jeep in n then switch to 2h then put in to reverse to disengage the lockers then your good to go and if you put the 4wd in n instead of 2h you wont go anywhere its n for everything you have to run in 2h on the hwy

i just bought a used 97 CHEROKEE but i had the same problem, when i got to looking at it i found out the front driveshaft was shot, look at that, if its not it i would say its probably the transfer case especially with an older vehicle like that which is a very expenxive repair

SOURCE: 91 Jeep Wrangler Sahara, 2WD won't engage, 4WD is fine!
check to see if front drive shaft is locked in by spinning it by hand, if it is there is a sensor on top of the tranfer case that has the vac lines connected to it. On the bottom of the sensor there is a ball. If the ball gets stuck open the vac stays on and the front end stays engaged no matter if your in 2 or 4. The sensor is like 22 dollars from chrysler.
