THE RESISTOR IS USUALLY RIGHT BEHIND THE FAN SWITCH,CHECK THE WIRING AT THE FAN CONNECTOR FIRST TO SEE IF A RESISTOR IS LOCATED IN THE HARNESS THERE.I DONT EXACTLY RECALL WITHOUT SEEING IT.THE RESISTOR IS USUALLY RIGHT BEHIND THE FAN SWITCH,CHECK THE WIRING AT THE FAN CONNECTOR FIRST TO SEE IF A RESISTOR IS LOCATED IN THE HARNESS THERE.I DONT EXACTLY RECALL WITHOUT SEEING IT.

Most heater fans have a resister built into the wiring and connection block on the actual casing. High fan speed=full voltage, Mid speed=small resister, Slow fan speed=large resister. Change the resister block. Pete
If the fan only works on high speed I'd suspect a bad resistor in the fan circuit. On a new car it may be called by a different name but in essence does the same thing. It steps voltage down to the fan motor in all speeds but high. I'd check that first assuming there is no obstruction interfering with fan operation in all speeds but high overcomes that obstuction. I've seen mice among other things in a fan box on many occasions. I think the A/C problem is unrelated to your fan problem. This one may be a little harder to solve. The first thing to check is Freon level. The compressor won't cycle if the freon is low to avoid damage to the compressor. Do the fans, both under the hood come on when you turn on the A/C? If so it is more than likely just a Freon issue. If not take it to your local Honda Dealer.
if you have checked the switch as recommended, it is most likely to be the heater resistor which contols the diffrerent speeds. it is
normally fited near to the motor and is a squarish block with multiplug on it and coils like springs in the centre of it, look at the coils they may be burnt out.hope this helps
