it is possible that your neg battery terminal could be losing contact or coil could have stopped working and im sure the oil on the spark plugs has a bit to do with the running issue . You need to change the valve cover gasket make sure nothing is cracked clean up the valve cover and engine side surface install valve cover gaskets and bolts torque em down and see what happens youll probably have to replace the spark plugs or clean them up real good
common problem for dodge 4 cylinders... never lower the oil level unless its real high on the dipstick.. you have the replace the spark plug guide seal.... it seals it from oil in the valve cover going into the spark plug guide and killing the spark... yes oil goes past the threads on the plug....

Can be just about anything. You already checked "one." Engines need fuel and electricity to run. Check the coil or "spark" to see if the ignition is working by using a multi-metter. If no spark or "juice" your coil may have gone out, or ignition module, or computer.
Car not starting or turning over indicates towards multiple possibilities.
It can be issue with battery or weak battery. But if battery checks out ok, then
it can be starter issue or faulty alternator or problem with low fuel pressure
or no spark at spark plugs due to dirty spark plugs or faulty
ignition coil or injectors getting cracked or dirty and needs to be cleaned.

Double check the wiring to make sure it has perfect contact on battery, solenoid, voltage regulator (also check the regulator and starter relay) You also may want to check the current on ignition module.
You have to see if you are getting spark to the plugs, fuel pressure and compression in the engine. It could be alot of things that could cause a no start, these are the first places to check.
