The tilt steering column pivot joint has come apart in the column and allowed chafing in the wiring harness from the ignition switch. sounds like steering wheel lock linkage is also compromised. this car is dangerous to operate due to a possible loss of directional control. Special tools are required to repair the column and not cost effective to repair. Salvage it out before you get fined for the parking issue.

Check to see if your brake light switch is bad. When you have this problem ask someone to check to see if your brake lights are working when pressing on the brake peddle. If they are not working, then your brake switch is bad. It is located on the floor board. When this goes bad you cannot put into drive. Hope this helps.

What engine? Rear wheel drive ?Sounds like shift linkage or cable out of adjustment slightly. Have a look at where cable or rod attaches to transmission for adjustment. If not sure of what your looking for get back to me with info.
