If nothing is coming out, put your hand on the blower motor under the glovebox and put the fan on high. You should hear and feel it. If not you may have to replace the blower. Dont\'t replace it till you verify it is getting power.
There is not a fuse listed for heated seats but fuse 16 is for heated mirrors and fuse 11 is power seats. i'm guessing one of those should also control the heated seats.
90% probability you gave a ground wire issue at your fuse/relay panel. Most of the relays work off the same ground wires and you have relays for a majority of those "gone crazy" items.
