You need an auto electrician with a pro grade scan tool computer to record what happens after 15 minutes to make this happen. The $5k machines can do that.
Before you start with the sluggish you should find out why its not charging, if its only running on battery it can be sluggish. Did alt get reconnected properly? Does battery test good?
I always advise people to start with the cheapest solution and work towards more expensive things in situations like this. First thing I do when a car becomes sluggish is replace spark plugs, wires, air filter, fuel filter, and change the oil. that should fix your problems I don't think you have any major issues
The "won't rev" part sounds like a preventative so you won't destroy the engine from cold start-up. The sluggish part sounds like bad fuel or spark plugs. Where do you buy your fuel and what octane is it? and have you Changed your plugs?
