The problem is likely a bad switch in said door. If you can't fix it now, crawl under the dash, find the chime (should be easy..ding..ding), and unplug it. Please rate me. Thanks
There is a chime module behind the fuse box on the passenger side. The best way to access it is from the drivers side. Remove the drivers side panel that is located at the front of the center console near the drivers right leg. You can see the back of the fuse box and there will be a small green or orange box. That is the chime module. Some are brown. When I worked at the Saturn dealer, we usually would replace the chime module and that fixed the problem. Customer who did not want to pay for them just asked us to remove it.
Below is an image showing that it's fuse #6 and it's a 30 amp fuse. This fuse also powers the chime, fuel system, dome lamps, clock/radio, decklid release. If any of these components are still working, then a fuse isn't the problem with the cigarette lighter. Best of luck.

This is a common problem with the older saturns. The issue is in the key cylinder for the ignition. The way to fix it involves replacing the key cylinder, which in those cars is a total pain. It requires dismantling the steering column, drilling our the old lock, and replacing it with a new one. Problem is, it has to come from Saturn. There used to be a kit available from the dealer for about $120. I don't think it's available anymore. My wife's car has the same problem.
