Is the service light on ?
SERVICE indicator (4WD/AWD) Lamp
The SERVICE indicator (4WD/AWD) lamp is an integral part of the cluster and cannot be serviced separately. This lamp is used to inform the driver of the vehicle of malfunctions within the automatic transfer case (ATC) system. The SERVICE indicator (4WD/AWD) lamp is controlled by the transfer case shift control module via CKT 1567.
Circuit Description
The ignition switch supplies Ignition 3 voltage to the transfer case shift control module at connector C1 terminal E10 using the 4WD Fuse. When the ignition switch is first turned to the RUN position, the transfer case shift control module responds by flashing the SERVICE indicator (AWD/4WD) lamp for approximately 2 seconds, then turning it OFF, while performing tests on the ATC system. The transfer case shift control module will continue to perform tests on the ATC system during a normal drive cycle.
Hooking up a factory or some other professional scan tool that can view DTC'S - diagnostic trouble code's in the 4X4 control module would be the best way to find the problem.

Wild guess here, had a similar problem on my 2000 4x4 blazer, has an electric motor on transfure case to swith it into 2h, 4h, and 4l, would blow the fuse every time when switching, did is to replace the motor. Just confirm your fuse that is blowing feeds that.
IF the fuse blows immediately, you've got a dead short. Trace the wiring harness backwards from the transfer case and shift motor, looking for chaffing or rub through.
What you have done? You Just damage the TCCM and that's why you will not manage to shift 4x4. Why this happened? Because you had shortage somewhere and you receive blown ATC fuse. You put a bigger fuse in capacity where the was stronger to blown and the fault moved to the tccm system which was not protected and blown.Ask for an expert to check and see whether the fault is easy to get fixed.
If you do not know where the fuse is, how do you know it needs "fixing"? If your dash lights are not working, there is a possibility that there is a blown fuse. However, you need to realize that blown fuses do not cause electrical problems. Electrical problems cause blown fuses. So if you replace the fuse, it will likely just blow again if you do not fix the problem that caused it to blow.
On the other hand, there are several other things that could be keeping your dash lights from working that has absolutely nothing to do with the fuse.
With all that said, the fuse that protects your dash light circuits is a 7.5 Amp fuse that is located in the Instrument Panel Junction Block at the left side of the dash. It is marked "PANEL"
on my 2002 silverado there is a fuse under the hood that says ATC... there is also a fuse that says 4wd under the dash... i have had the one under the hood blow a couple times... the lights on the push buttons stop working also.... hope it helps... let me know
hi mate if you keep blowing fuses disconnect your front fog lights and try again if your dash lights work then a bulb has failed and gone to earth if it still blows the fuse disconnect the dahs pod (clocks) and reconect the fog lights if it does not blow the fuse the it probably is the dash pod or something associated with the pod hope it helps
