So my car runs fine otherwise, but on occassion as I make a turn (typically when the car is cold or wet) I hear a loud screeching sound coming from... somewhere. Sounds like near the tires but there is no actual effect.
Mechanic has no clue because he "can't replicate the problem."

It sounds like the power steering belt is loose. If it has a tensioner pulley the spring in it might be loosing it's tensile strength. While you are looking at the belt pay attention to the side that is against the pulley to see if it has alot of cracks. If it has I think 10 cracks per inch that is too much and needs to be replaced.
