That's not normal... my 96 Sunfire is doing the same thing except I live in WI and when it snows there are times that I literally cannot stop. The back drums lock up so the ABS starts kicking in even though the front brakes could still let me stop. So the ABS is pumping the front brakes even though it doesnt have to which will make it take 20+ yards to stop from 20mph if theres fresh snow. Have you changed the timing belt? or timing belt guides? How many miles? This does not necessarily have to do with fuel.... Could have to do with air intake or timing as well....
the brake adjuster wheels are closest to the rear brake shoe.as you adjust the adjuster wheel it should rotate in one direction only and the brakes should move outward towards the drum and is stopped when trying to turn the wheel in the opposite direction by the bar that is to stop it from rotating in the wrong direction.
your probably right check for your control arm bushing and check for your caliper to make sure is working properly and also for a proper disk brake not glossy and blue (overheating) sign of your caliper is not working properly and sometime a bad balljoint can do some :(back and forth movement to).....lipak!!......
check spark plug wires and coils for moistore put some lube on the coil wires check for spark after it wont start if itll crank but not start its 1 of 2 thinks no spark or no fuel usally when the coils get too wet they wont allow spark to come through or will cause it to arc
