Is a check engine light on? On a lot of vehicles sometimes there is more than one ground cable going to the battery. Did you make sure it doesnt have more than one? They are usually a smaller gauge wire. make sure that is all they cut was the ground wire.

make sure you have power getting to your starter when you crank. check the small nut on the starter. should have 12 v or very close to it. this will tell you if your getting power to the starter or if somethign before the starter and something maybe with your anti theft system or not. its hard to say online cause of that anti theft. doest the light flash at all? the anti theft light?
if your getting power to the starter when you crank make sure your getting good power to the starter by turning on the head lights and see if they dim. a good starter will cause the headlites to dim when attempting to start. if nothing dims check connections. or assume bad starter motor. make sure your also getting power to the main starter stud as well.

The starter has two L-shape copper plates. These copper plates get used every time you start the car. After certain period of time the plates are so thin that no contact is made. So the car doesn't start. So your copper plates could be worn out. I had my replaced. And the problem is gone. If you know a good mechanic, you'll probably get fix for less than $100.
It's a common problem on Camry. They wear out prematurely.

You have outer CV joint bad on the right side, suggest you replace both sides with complete rebuilt axles you can get at any discount autoparts stores... some of them can even do the repair for you... replace seals, axles and align, be done with it and have a peice of mind... not to exepensive a couple hundred bucks...sometimes what happens is the rubber boot on the CV joint tears and throws its grease out every where around the wheel well, look for grease splatter, a good clue....

i'm sure it's not the starter itself that is the problem, have the stater's solenoid checked...it might be stucked. It's quite a lot of work removing the starter but you can do it if you are willing enough to learn. You just need the right idea and tools to do it. Hope this will help save you bucks!
