SOURCE: OIl drain plug removal 99 dodge neon DOHC
It appears that the threads are stripped on the bolt or pan. To remove the bolt, try having a helper put a couple of screwdrivers (flat) between the bolt and pan, and while you turn the drain bolt to loosen, have them apply pressure downward on the bolt. If you have a carpenters flat pry bar, that would probably work even better to apply downward pressure to help remove the bolt. Next, you'll have to go to a parts store to get a drain plug that is made to replace one w/ bad threads. Let me know how you do. countrcurt0

there will be a bolt on the bottom of the engine on the oil pan. jack the car up and look underneath. its the bolt that looks like its just there not holding anything. you really cant miss it. You need to change the filter too. not sure where it is on your car, you'll just have to look for it.
