When you turn on the key the beeping will be real fast instead of the slow 5 or 6 beeps it usually does. when this happens the instrument cluster does not work but the jeep will start and run. within a minute of starting it will make the slower 5 beeps and the guages and dash lights come on and work normal

chrysler tsb 08-015-99 pertains to this problem. there is a wiring connector on the cluster that needs replaced.part number is 5016261aa for the connector and 4778570 for te heat shrink

I have a 98 Wrangler - same problem. Dash gauges would work, then out (airbag light came on). Then it would work for a week or two than out.
Tried looking at fuses, wires, aftermarket radio problems, etc.
When I pulled the instrument cluster out of the dash, I noticed a lot of goop (lubricant) on one of the cluster plugs. So I wiped it off with a paper towel and now everything works. Maybe too much goop was shorting stuff out? Anyway, I'll know in a couple of months if that was my problem or not assuming my gauges keep working uninterrupted.

SOURCE: turn the key and nothing happens
check the neutral safty switch, if this is bad it will not start in park. put it ineutral and see if it starts. if so switch is bad. also the vehicles made lately have a switch in back of brake pedal witch means brake has to be pressed to start car. check safety switch first.
