The inlet side of the heater core is hot to the touch. But, the outlet side of the heater core is not hot. Therefore, no coolant is flowing thru the heater core. I have checked the heater core, it is NOT clogged. Is there a valve that is not opening to allow coolant flow thru the heater core.

If you've changed the coolant recently, it could be air locked in the heater core. To remove park the truck with the front higher than the back and remove the radiator cap. Start the engine and let it run while watching for a big air bubble burp coming out the radiator neck. Top off the coolant and continue.
SOURCE: overheating.
sounds like you may have to change the thermostat.
and then you will need to get a can of carbcleaner the spray kind.
and spray the throttle body at the throttle plate for the surging.
make sure the belt your checking drives the water pump.
there may be more than one belt and the water pump belt may be missing.
oil in the coolant isnt good.
thats a sign of a head gasket leaking.
let me know if you need more help

Sounds like you have air trapped in the heater core when you flushed the heater core. loosen the upper most heater core hose and run the engine untill coolant seeps out. Wait until the coolant has reached running temperature.
