Same car, I think it might have something to do with the shift cable. The thing that keeps you from starting your car in any other position other then park and neutral. Mine broke off the shifter, and I'm trying to figure out how to disable this "feature."

My 1999 Cirrus had the same problem. The key went in and wouldn't turn. I had a mobile vehicle locksmith come by, take the ignition cylinder out in under 5 minutes, replace the wafers (tumblers) and then replace the cylinder in a few minutes. If you use a key cut to original specifications (which a locksmith could easily figure out from the old key and recut), rather than a copy of a copy with rounded instead of jagged edges on the key, it may just work for you. That is what the locksmith told me. He quickly cut me 2 keys. However, the ignition cylinder was so worn that he then replaced the wafers (tumblers). He only charged me $40.

Only once after I fixed the ignition cylinder the key wouldn't turn
again. However, the steering wheel was not locked. I turned the steering wheel to the
left and then tried the key and it would turn again.

You might need to actually insert the key into the ignition and turn to on, run or even start. Good luck!

Key trapped in ignition

Could be the ignition lock or switch, but it could be the shifter too.
If the shifter is not completely in park, the key will not go to the lock position.
