If you mean that the buckle won't lock into the latch, or receiving part of the seat belt mechanism, yes. The latch probably needs to be replaced, but I would recommend having the dealer replace it so that the torque specifications and legal obligations are met. You might have something in it that could be cleaned out with compressed air, but you want to make sure it locks securely in the event of an accident.
