Fuse under the right passenger dash. Fifth up on the right (blue 15 amp). It is called BCK/UP/STOP. All the same symptoms short in wiring harness for the trailer package caused the windows not to function, the right rear turn signal had no power, and the key was stuck in the ignition.
Had this problem on my 2011 traverse. A short in the trailer wire for my boat caused fuses to blow. Could shut car off, but wouldn't allow key to be removed, blinkers also quit as well as the power windows.
On my 2009 chevy traverse the flashers, windows, power seats , backup camera, side mirrors, and brake lights stopped working and I couldn't get the the key out. my solution to the problem was a blown fuse under the hood. It was the fuse I believe mark power batt 1 a big red 50 amp fuse

Sounds like the rear brake light bulbs are burnt out.
Try changing the left and right stop light bulbs.

did you try to replace the bulb in the back normally when it blinks fast like that its just the bulb and its doulbe film thats why the brake and blinker dont work

Lift it up and pull the retainer ring off, then pull the whole assebly off. They sell the whole assembly as a replacement, not just the blade.

It is the fuse under the passenger side dash 5th one up on the right (blue fuse-15 amp). Mine was a short in the trailer wiring and blew the fuse. Exact same symptoms. Windows don't work, key stuck in the ignition, and right rear turn signal has no power.

BK/UP/STOP is the name of the fuse
In my Chevy 2017 is the same fuse but my rear right turn still not working i have checked all fuses and still nothing bulb is good tested on left side.
This exact thing happened to me. I could not figure out what was happening until I found this post. For me (2012 Traverse), it was, as described by Darnel, the fifth one from the bottom on the right, but it was labeled "RT/TRN/SIG" on mine. Replacing the blown fuse fixed the issue (though if you don't find the short in the wiring, it will probably happen again as soon as you turn on your right turn signal again).
