My car is making a chirping sound what could it be

Yup.
If you want to make sure...but be careful...take a LONG handle screw driver rest it on the tension pully bracket and listen to the end of the driver with your ear...you'll hear it.
But be careful don't do if too many running parts are in the way. And I mean long..like 2 feet if you have one.
but yes the bearing will chirp. some wd 40 sprayed may lessen it. don't get on the belt use the nozzle. while it's not running,

If it is a belt noise, sprinkling baby powder on the belt will make the noise go away. Apply liberaly with engine off onto the belt and start the vehicle. The belt may have gotten coolant on it and this will cause the chirp. Also a defective belt tensioner will cause the belt to chirp

it could be belt noise or pulley noise try belt dressing it could also be several other things p/steering pump alternator a/c compressor or pulley is your a/c engaged when it chirps if not it might be the clutch on the a/c pump

where is it coming from exactly can you hear it from in side the car or outside or even both

sounds like a bearing in an idler or tensioner is going out.you need to take to any good mechanic and he can pinpoint the chirp.
