SO WHAT I WOULD LIKE TO KNOW IS THIS DUE TO THE IGNITION OR STARTER?
It is due to one of 2 things. The ignition key can still be sending the start signal to the starter relay through the small wire in the Relay solenoid; or the starter Relay is stuck after it gets the signal from the key and the key is correctly in the RUN position.
You would need to put a voltmeter on the small wire on the starter solenoid. The Relay should not connect the battery to the starter without this small wire attached to it.. If this wire is off and the
starter gets power, the relay is bad. If you test the small wire for power, it should only have power in the START position. The small wire should be powerless in any other position.
If the small wire has power at other times, the ignition switch is bad.

not starting or turning over indicates towards multiple possibilities. It can
be issue with battery or weak battery. But if battery checks out ok, then it
can be starter issue or faulty alternator or problem with low fuel pressure or
no spark at spark plugs due to dirty spark plugs or faulty ignition coil or
injectors getting cracked or dirty and needs to be cleaned.

THIS JUST HAPPENED! I DISCONNECTED 1 BATTERY AND NOW IT CRANKS NORMAL,BUT IT STILL WON'T CRANK OVER?
If you mean that the engine does not fire after cranking it (While cranking) there are 2 coil circuits in the Ignition switch. Its meant to get the engine firing to jump off the starter drive, Now you need to check for coil voltage when you crank and after you jump off if the engine does not run in the RUN position.
