1997 Dodge Caravan Horn won't blow and the dash airbag light stays on all the time the vehicle is running. When problem first started the airbag dash light would go out and the horn would blow and then when the airbag dash light would come back on the horn wouldn't work and now it stays on all the time and the horn doesn't respond to anything.
It's the " clock spring " . Dodge has a lifetime recall / replacement on this part. Somehow it controls the air bag and is tied into the horn and cruise control .
Sounds like the horn switch located in the center of the steering wheel behind the airbag. I personally would not try to remove the airbag but I don't know how much mechanical training you have. On some of the chrysler and dodge minivans have a recall on the airbag clockspring. Check your local dealer to see if you have this recall, if you do then it would not be much more if any more labor to replace this switch as well. Hopefully this helps you.
I had the same problems with my 1997 and did take advantage of the recall to replace the clockspring. I have not had any issues since and the best part was that it was free at the local Dodge dealership!
