hi the cold can make the belt damp causing the noise your having but tightening the belt should solve your problem.
You may find that its not the belt thats squeking but it could be one of the pulleys but you wont know witch one unless you can hear where the noise is coming from or if you have the belt off and can turn each pulley listening for the noise.
Hopefully its just the belt needs tightening so go this way first but if you still have the noise then the chances are you have a dry bearing on one of the pulleys.

It sounds like you have a broken serpentine belt tensioner. The tensioner should always be tight, it is spring loaded and you would have had to release the tension on it to have put the new belt on.Depending on what engine that is in yours, this could be an easy fix or a hard fix. The tensioner on a 2.2L is made into a large plate bracket that is attached to the front on the engine and several other items have to come off to replace it.The tensioner on the 3.1L v6 is smaller and has one bolt that holds it on.Either one is available at the local auto parts store.

this is done by locating the spring loaded tensioner and taking a 3/8" ratchet and pushing. it is only spring loaded. make sure you follow the routing diagram or if one is not handy under the hood, draw it out as to not forget. it ONLY goes on one way. make sure also that the writing on the belt, you can read it normally without having to stand on the engine. if you dont these belts have the potential to squeek like a bad pulley or belt.
