Hood release cable, releases hood, but the safety latch wire lever, which releases the hook, holding the hood, is now dangling. The plastic retainer, which clips into the grill, holding the release wire in position, just behind the grill, is missing. Makes releasing the hood, very difficult. Need to find this plastic retainer. Anyone with help, or suggestions out there ?
SOURCE: hood latch won't release
This has happened to me several times, this will take two people, but all you need to do is have one person pull the hood release, while person number 2 pushes down on the hood, and then pulls up...that ought to do the trick
SOURCE: hood latch won't release hood. 91 volvo 240.
probably a overstretched cable pull, or defective latch, i had the same problem with my truck. pull hood relese a couple times, and go to hood, give it a love tap with your fist abouve the latch ontop of the hood, if that dont work, you will have to go underneath your volvo and release it by hand with a screwdriver, try and lift the latch over the catch

So I gather that the release inside the car has release the hood's primary catch, but the T handle is not release the secondary catch to allow the hood to fully open.
If this is the case, take some lithium grease or WD-40 (lithium grease is much better and lasts much longer) and spray it onto the catch assembly.
Try pulling on the T handle some more after a few minutes of the grease soaking in and see of that releases.
If that doesn't work, then take a long flat screw driver and press it against the catch gently hit the screw driver with a hammer (you should be trying to push the catch towards the driver's side of the car)
You may need someone to be pulling on the T handle as you hit the catch with a hammer. I actually had to do this with a jetta before....
Locate the interior hood-release lever under the dashboard on the driver's side of the interior of the car.
Lift up and toward you on the hood release lever. The lever is connected to a cable that releases the hood. The hood will pop up about 1/2 inch when you pull the lever.
Move to the front of the car and locate the exterior hood-release lever under the front of the hood. It is located near the middle of the vehicle, just beyond where the front edge of the hood meets the body. Lift up on the inner lever.
Lift up on the edge of the hood while holding the inner lever in place. When the hood is up, find the hood prop and raise it, setting its tip in the hood-prop mount on the hood, to hold the hood up while you work in the engine bay.
