Did you bleed the brakes properly after you did all the work? Air in the system will cause varied problems, mainly, the fluid can't flow properly. Did you clean the rotors before you installed them with brake kleen? They have a rust preventive coating (like cosmoline) on them when they are new. If the pedal is hard to push the booster could be bad or not getting enough vacuum to operate properly. Take the vacuum fitting off the booster and make sure it isn't clogged. Check the vacuum line for breaks. Make sure it is connected properly. Inspect the booster for any holes.

check to see if the rubber bushing is on the master cylinder pushrod where it bolts up to the booster..if its missing and or doubles , it may cause u to lock ur brakes up..i had this problem where the tech didnt put one and or didnt remove one while installing the new master cylinders...there should only be one. most factory and aftermarket mast cyl come with one however techs sometimes for get to check the booster for the old one some assume its still there cuz they always almost get stuck in there..so they install the new master cyl.without one or with one and either they have none..or both...it only needs one...
SOURCE: brake lock-up
I suspect that you have front disc and rear drum brakes. You did not say which of your brakes are locking up. I suggest that if your front brakes are locking {skid} that means your rear brakes are not engaging. If your rear brakes are locking {skid} then I suggest you have problems with park brake or brake fluid leaking onto the rear shoes.
More info would help me help you. I will check back soon.
