the fuel filter is located in the gas tank on that one and usually doesn't need servicing unless your changing the fuel pump,your problem sounds more like it might be a tune up instead of fuel filter,bad plugs will make one run real bad,when they get old and worn the gap in the plugs gets farther apart making it use more gas and causing rougher idle and poor performance,try replacing the plugs and check the air filter,an engine has to breath to run good ,good luck with it.

That's only 17 or 18 MPG/U.S. Gal. Not very good for a Neon. When was engine serviced last, as in air filter, oil filter , oil change, and perhaps a scan for any trouble codes? What type of driving conditions?
sometimes they need to have to have a little persuasion to get them out. Try prying on them gently with a screw driver. Make sure you do have all the screws out first.
