1996 carpice classic park lights fail

I have a 1996 chevy caprice classic when i set the headlight switch to park lights only or turn it to full-head light option the park lights in the back and front fail to come on turn signals,brake lights,and hazards still work. checked all fuses they all seem good,replaced head light switch still nothing replaced one of two relays located under the dash near the break pedal where the brake and turn signal flashers are at,any help would be appreciated thanks in advance
