SOURCE: dodge neon shifting problems
Sean Pried it could be your A604 4 Speed Automatic Transmission Shift Solenoid which is located just in front of your transmission dip stick.
SOURCE: my 2000 dodge neon will go in park reverse but wont go into drive
If the fluid in the trans is up to the proper level the trans has failed, have a trouble code test run to determine what has gone wrong, it could be a solenoid in the trans pan or a failed forward clutch.
SOURCE: why does my 2000 dodge neon violently **** when i'm in passing gear
If the car is not getting into passing gear at all, check the kickdown cable from the throttle body to the transmission, to see if it's broken or binding. Also check the throttle body itself for smooth operation.
If those are okay, then check the throttle position sensor for proper output voltage. That should have thrown error code 24 if it failed.
As you pointed out, your engine has a rev limiter to prevent engine
overspeed. As you approach redline rpm's, it will cut the fuel supply. If this is happening at lower rpm's than it should, then the limiter itself could be in trouble.
I hope this helps.

Sounds like it could be worn gear linkages, which would stop you from being able to push the gearstick in to the reverse gate (usually by pushing the gear stick down or pulling a lever up under it). If you can get under the car take a look, there should be a set of joined poles leading out from where your gear lever is, check that all the connections on these are reasonably tight.
