All you need to do is turn your steering wheel to the left all the way till it stops then put your key in while still holding the steering wheel to the left, turn the key to the on position this should release your steering wheel!

I had a 96' cavy did the same thing next to the ignition take of the column shield there's a theft chip swap out with another new or used and key from used or new part
It
can be faulty ignition lock cylinder. I suggest to wiggle the steering wheel
a bit and see if the key turns to start mode. If that is not helping
then first turn steering wheel to right and try , or next turn
steering wheel to left and see if you can turn the key.

Spray
wd-40 in the ignition key hole and let it remain there for few minutes, after
that once again try to turn the key and see if that helps.

But
if that is not helping then ignition lock cylinder has to be removed out and
inspected.
