On my 91 towncarThought i would have to drop the tank to change my fuel pump, if you jack the rear of the car up ,no you dont have to drop tank there is plenty of room to change the fuel pump! Simplest one i have ever changed !

Prepare the vehicle for fuel pump servicing. Relieve the fuel system pressure and disconnect the negative battery cable with a socket wrench. Wait at least 90 seconds on vehicles equipped with an air bag before doing anything else.
Access the fuel pump by removing the bottom of the rear seat. Open the service hole in the rear floor. Take out the bolts that hold the fuel tank set plate to the fuel tank and remove the fuel pump assembly.
Disconnect the fuel pump sender and electrical connection for the fuel pump. Remove the outlet tube and return the tube from the fuel pump bracket. Separate the bracket from the fuel tank and pull the lower part of the fuel pump away from the bracket. Disconnect the fuel hose and rubber cushion from the fuel pump. Remove the small clip that holds the fuel filter to the pump.
Install the new fuel pump using the items included in the kit, and be sure to replace the rubber cushion and clip. Use a torque wrench to tighten the attaching bolts for the fuel tank set to 30 in. lbs.
Your fuel pump should be in-tank for a 91 F150. To access it, you will likely need to drop the tank.
You should verify, however, that there are no ignition problems before considering the fuel pump and always remember to replace the fuel filter with the pump if it does turn out to be the pump.
Unfortunetly Cadillac does not have an access panel for fuel pump access until the newer years. You will need to drop the tank. Also, don't let the tank come slamming to the ground, make sure you take it slow so you dont dammage the lines to the sending unit.
Pretty sure you don't need to drop the tank on those. I usually take the tank down as "routine" to prevent dirt etc from falling into it while working and to check contents of tank for rust & water that can & will damage new pump. A bit of extra work, but many times well worth the effort! Tank r&r isn't really such a difficult job. Good Luck
