Remove the tail lamp housing to body screws. Carefully slide the tail lamp housing rearward away from vehicle. Disconnect the tail lamp housing electrical connector. Remove the tail lamp housing from the vehicle.
Remove the plastic screen surrounding the fog light (held on by 3 Torx screws). Elevate the front of the car and remove the plastic tray under the front bumper(held on by 5-6 eight mm headed sheet metal screws). Unplug the wire to the lamp and remove the four screws holding the fog lamp on.(4 Torx screws). You can't get a screwdriver into this tight space, so you'll need a torx bit and a 1/4" drive ratchet to turn it. It is a tight work area and you'll have to take your time and just "worry" those screws out with the Torx bit.. Remove the lamp unit and replace it with the new one. reinstall four screws. Plug wire into the new lamp. Then reinstall the plastic splash tray under the bumper and the wire grill around the light. Done!
First remove the driver's side fog lamp plastic cover out from front bumper. After that you will find torx socket head panel screws from fog lamp. See picture below:
In order to remove the headlights, you need to remove the front bumper cover.
Place the front of the car on jack stands.
You will need to remove the screws on each side in the fender wells on the back side that screw into the bumper. these are torx screw head type.
On the underside of the car there are larger torx type screws that attach the bumper cover to the body. They need to be removed.
You will need to remove the grill that has the VW symbol on it. Under the grill there is more torx type screws to remove. Inorder to remove the grill you need to get the hood release rod off as well.
With the bumper cover removed, there are four torx type screws holding the headlight in place. Once removed you can unplug them and the head light is off.
there are screws holding tail lamp assy they are torx but you can use a flat driver, pull tail lamp out, at back side turn bulb socket to remove from tail lamp, and pull out bulb
I just changed both bulbs in my 1998 Grand Cherokee. These solutions made it possible, but i will offer some clarification and photos. First of all, all 4 screws are torx T20 as emoesmoe mentions, none are phillips. there are two bulbs that blink: the larger amber bulb is the turn signal light--dealer was cheaper than autozone and only had to purchase one bulb; the other bulb is called a side marker and it also blinks with a turn but stays on with the headlights. see photos that go along with the first two solutions. the first photo shows step one the first screw to take out. second and third photo are step two removing the second screw. the last photo shows the exposed screws to the turn signal housing after the uper light houseing has been removed:
