No it's not a fuse ! A motor or track problem ! Look for something blocking on that side , paper , food wrapers , what ever your wife stuffs under the seat , kid's toy's !
My wife's car's passenger seat had a penny caught in the seat track, and jambbed the seat.
I ended up having to use a screwdriver and a hammer to knock it out of the track.

I had this problem and the center seat belt had gotten into track and wasnt allowing fullmovement. Then 2 months later my wife lost her credit card and when i tried to move seat it wouldnt go back. I found the card in the track. Check your track and make sure it has no obstructions.
