the crankshaft and the camshafts have to be in time with each other. When the number one cylinder piston is at top dead center on the compression stroke, then the crankshaft timing mark should be at zero, and the camshaft pulley marks should also line up with their respective marks. I suspect that one of the camshaft pulleys or the crank is mistimed.
