It is most likely coming from a dried up or improperly installed window seal at the bottom of the windshield (under the wiper trim)
Take the trim off and caulk yourself - or have the entire seal replaced.

The heater/airconditioner box under the dash has a drain hose to allow condensation to drain when the air conditioner is running. If this hose gets plugged, rain may accumulate in this box also (if it's raining heavily), as it comes in through the fresh air intake.
Look on the engine side of the firewall, probably on the passenger side, for a hose coming through the firewall that is not connected to anything. It is usually short, has a 90 degree bend, and the open end is down. Make sure that the end of this hose is not plugged.

First make sure it's not antifreeze which I doubt it is considering it only happens when it rains, it is probaly a clogged drain hose for the vent chamber which is located at the base of the windshied,or it is a clogged drain for the a/c evaporator box, if you can find a small drain hose or orafice under vehicle toward the base of the fire wall under vehicle you could feed a length of wire up through to unplug it, a mud wasp is the usual suspect planting a egg and packing it with mud to seal the deal.

They had this problem in the Neon line as well. Check your door seals to make sure they are sealing correctly. You can do this with a piece of chaulk by rubbing the chaulk along the seal till you have a good layer on teh seal, make sure the area where the seal contacts the door frame is clean and then shut the door. After you open teh door you should see an outline of where the seal made contact. If that is solid you have a good door seal. If the doors are good you will need to start looking for areas where the window seal may have not sealed good and under teh carpet for the drain plug that should be present both inside the vehicle and outside the vehicle.

The first place I would look is the floor board caps. Make sure one or more of them aren't pushed up, allowing water to enter the cabin. Also, because your defroster is probably on while it's raining, make sure the A/C drain plug isn't clogged. It's a small rubber fiting that sticks out from inside the firewall, behind the engine. Simply pull it out and clean it. When you pull it out, you might be surprised to see water coming out of the hole!
