Did you check for power in and out of the headlight switch ?
You should have power on the red and orange wires going into the switch and yellow going out to the dimmer switch.

SOURCE: location of headlights brights and dims

the inner lights are the brights but some vehicles also use the bright lamps with low voltage as the daytime running lights

SOURCE: brake lights wont come on unless my bright headlights are on

By the discription just about the only thing it could be is the multifunction switch, this is the turnsignal, wiper, blinker, bright light, and cruise if it has it switch. And it is not verry simple to replace. The steering colum needs to be taken apart to replace.

Check the fusible links under the hood. Also, double check the bulbs are in fact good. Lastly it could be a defective daytime running light relay.

Bright light is always on. stick directional problem.

The diagram shows the flash to pass switch is separate from the headlight switch. Is this true? When I look up the part, the headlight switch is on the wand. If yours is on the wand, you would have to take the switch out and cut the red/yellow wire between the two parts of the switch. If you're going to do that, you might as well buy a new switch.

Headlight wont turn on

Sounds like your headlight switch has failed. I have a 99 Audi A4, and when mine died, it was the same exact problem (it's a known problem area for the Audis). Given that your car is behaving the same way, I'd look into a new headlight switch as a solution. The toggle-for-highbeams feature is wired separate from the normal headlight wiring and is a simpler contact setup. The contacts and wiring and switching for the low and running high beams is more prone to failure. You should be able to find a switch assembly at a salvage yard for less than $15 and can probably change it yourself in a half hour to an hour.
