On a ford tune key to on then off 8 times press any button for the remote to reset it. If its a chipped key only dealer can do it

no, you will half to get it towed to dealer and have a computer chip key cut from your spare key then thay will program it to the vehicle

First thing I would check is to see if you have power at the trigger wire of the starter motor while someone is trying to start the vehicle for you. It will be a Yellow with a light blue trace. If you do then I would check to see if the main battery cable has power to it all the time when someone is trying to crank it. If it does then I would hold a test light on the case of the starter motor and have someone try to crank it. Make sure that the ground you use for this test is on the negative battery terminal not just anywhere on the car. If the test light lights while you are cranking it then you have a bad ground. Hook up a set of jumper cables from the battery negative terminal and clamp it directly on to your starter motor and see if it starts. If you check it and the test light doesn't light up and all the other checks are good then your starter motor has failed. If one of the other tests has failed then you have a starter relay problem or something else. let me know what you find out.

the key has lost it's code, there is a chip in the key that communicates with the security system that the correct key is in the ignition and that the vehicle is allowed to start.

if you have any other keys on your key ring remove these and try again.
if no start and light still flashes the computer will need reprogrammed to accept the key.
the dealer can do this in like 10 -15 minutes usually.

If you want to initiate a new master key.... 1. Insert new key into ignition cylinder and turn it to the ON (RUN) position. The security light on the dash will flash for fifteen minutes.
2. When the security light stops flashing, you have FIVE minutes to start the next step. Turn the ignition cylinder OFF and then back to the ON (RUN) position. The security light on the dash will flash for fifteen more minutes.
3. When the security light stops flashing, you have FIVE minutes to start the next step. Turn the ignition cylinder to OFF and then back ON (RUN) position. The dash will flash for fifteen more minutes.
4. After the security light stops flashing the third time, the new key has been programmed into the vehicles computer and will operate the car. It has replaced ALL the previous electronic key codes and is the ONLY key programmed into the vehicles computer.

The dealership should be able to do this for you without a current key, of course this means towing the vehicle to them. See if they will sell you a key and you program it yourself.

From the 2004 owners manual...

"Replacement keys
If your keys are lost or stolen and you don’t have an extra coded key, you will need to have your vehicle towed to a dealership. The key codes need to be erased from your vehicle and new coded keys will need to be programmed. Replacing coded keys can be very costly. Store an extra programmed key away from the vehicle in a safe place to help prevent any inconveniences. Please visit an authorized dealer to purchase additional spare or replacement keys."

You need two functional administrative keys to program a third otherwise you will need the services of an automotive locksmith technician or have it hauled to a dealer.

If you have a lock smith that can program PATS keys, they might come to your house to cut and program 2 new keys, else you will need to tow it to the dealer.

Without 2 keys or the WDS / NGS tools from Ford ( or the locksmith PATS equipment ) you cannot add a key to drive it, it needs to be programmed.

If you go to any Ford dealer with a picture ID, and ownership proof (Title), they can cut a duplicate key for your car. A simple one, without a chip on it, will cost you as low as $10. With this key you can unlock the door and get in your car. But there is a small problem. Your car key might have a chip on it.
For the 1999 model year, all Ford Motor Company vehicles equipped with the passive anti theft system will be using the PATS II system. The PATS II system was introduced on roughly half of the PATS equipped vehicles for the 1998 model year. The other half of the PATS equipped vehicles for the 1998 model year were equipped with the PATS I system. Many 2000 and later Ford Vehicles Use the E-PATS system, which uses an encrypted transponder in the key.
The Ford dealer will explain you if you need a simple $10 key, or a chipped one $50 key. If your key has a chip, then you have to reprogram it. Normally the dealer will provide you a written instruction how to do it.

Lost keys to truck got new ignition with keys but still wont start 99 f150

The 1999 F-150 has a PATS ( Passive Anti Theft System ), where te keys need to be programmed to the truck.

For the owner to do this, you need 2 keys ( not 1 key and a clone of the same key ) or you need to have a higher end mechanic / dealer or a PATS programmer locksmith to program the new keys.

The truck basically thinks it is trying to be stolen, and the PATS system is stopping it.

I just bought a truck from my neighbor butit came with no key i took out the old ingnition and put anew one but it wont start

If there is a security light flashing on the dash or in the cluster when you try to start it, then it has a PATS key system. You will need 2 cut pats keys and either a dealer or a lock smith to erase the old keys and program the new ones. After you have 2 working keys you can add more by just inserting and turning on the 2 good keys then the new key. Probably looking at 100-150 bucks to get it going again.
